what are the “active policies” (which Draghi will strengthen) – Corriere.it

Among the objectives of the future Draghi government is the strengthening of active employment policies. It means not only defending the work that exists and supporting those who lose it, these are passive policies. But to put in place tools that help people find or find a job. Given that active policies are invoked by every new government, with then alternating results, where are we in Italy today? Despite the difficulties of the emergency phase – explains Paola Nicastro, general manager of Anpal, the national agency for active policies – the structure has developed various tools to help absorb the employment shock that will come from the pandemic.

The Fund’s latest tool new skills, introduced during the pandemic with the relaunch decree, precisely to adapt the training of workers. The latest figures show that the fund received requests from 590 companies for 91,150 workers and a total of nearly 8 million hours of training. The great majority of the workers involved, 73,663 in the North, the rest more or less equally between the Center and the South. In mid-January, the new application was released that allows you to submit your application in a simplified way, using the SPID, the digital identity. . But what is the money from this fund for? Companies get a drop in labor costs equivalent to a maximum of 250 hours per employee. While the workers follow courses that can retrain them with a reduction in working hours but without a cut in the paycheck.

Another tool from Anpal Dol, the platform for matching job supply and demand. An instrument, certainly to be strengthened, open to citizens, companies and intermediaries in connection with regional systems and employment centers. The numbers are still small but still growing. From June of last year to date, the registered companies have increased from 50,000 to 80,000, the advertisements from 2,500 to 40,000. In a difficult moment, like that of the pandemic, 15,000 employment contracts have been signed thanks to the system. There is still a long way to go. But something is moving.

For the future Anpal is working on the electronic file of the worker, a document that will contain all the information on the education, training and work paths of the individual citizen. For this reason it should soon close an agreement with the Ministry of Education to have access to school data. The goal – explains the director of Anpal Nicastro – to make the file operational within the year.
